Biographical Sketch
Dr. Celia Merzbacher has been on loan to the Office of
Science and Technology Policy (OSTP) in the Executive
Office of the President from the Naval Research Laboratory
(NRL) since May 2003. At OSTP she serves as Acting Assistant
Director for Technology and as the Executive Director
to the President’s Council of Advisors on Science
and Technology (PCAST). She is also the Co-Chair of the
National Science and Technology Council’s Subcommittee
on Nanoscale Science, Engineering, and Technology (the
interagency body that manages the National Nanotechnology
Initiative). Prior to taking her current position, Dr.
Merzbacher was a Technology Transfer Officer at NRL, where
she was responsible for intellectual property management
and the negotiation of licenses and cooperative research
and development agreements (CRADAs). Dr. Merzbacher began
her career at NRL in 1989 developing advanced optical
materials, for which she holds a number of patents. Dr.
Merzbacher came to NRL from the Lawrence Livermore National
Laboratory, where she did post-doctoral research after
completing her PhD at the Pennsylvania State University.
