House, Senate DOD Authorization Bills: S&T Funding Recommendations

The House and Senate have been working on their versions of the National Defense Authorization Act for Fiscal Year 2005. Last Thursday, the House passed H.R. 4200; the Senate is still working on S. 2400 . The Defense Authorization bill serves as guidance for the FY 2005 Defense Appropriations bill, which provides the actual funding.

The below figures are the recommended levels of FY 2005 funding for the 6.1 Basic Research, 6.2 Applied Research, and 6.3 Advanced Technology programs as compared to current funding. See FYI #66 for the general report language pertaining to S&T programs.

AGGREGATE 6.1 (basic research) funding: House down 2.4%; Senate up 0.5%
AGGREGATE 6.2 (applied research) funding: House down 5.7%; Senate down 8.7%
AGGREGATE 6.3 (advanced technology development) funding: House down 11.9%; Senate down 11.2%
TOTAL AGGREGATE 6.1, 6.2, and 6.3 funding: House down 8.5%; Senate down 9.0%

ARMY 6.1 funding: House down 13.1%; Senate down 11.6%
ARMY 6.2 funding: House down 17.4%; Senate down 27.4%
ARMY 6.3 funding: House down 25.5%; Senate down 24.5%
TOTAL AGGREGATE ARMY 6.1, 6.2, and 6.3 funding: House down 20.5%; Senate down 23.8%

NAVY 6.1 funding: House down 0.8%; Senate up 2.5%
NAVY 6.2 funding: House down 14.1%; Senate down 15.2%
NAVY 6.3 funding: House down 35.6%; Senate down 26.4%
TOTAL AGGREGATE NAVY 6.1, 6.2, and 6.3 funding: House down 21.0%; Senate down 16.4%

AIR FORCE 6.1 funding: House up 5.1%; Senate up 12.4%
AIR FORCE 6.2 funding: House down 7.8%; Senate down 8.4%
AIR FORCE 6.3 funding: House down 21.5%; Senate down 22.4%
TOTAL AGGREGATE AIR FORCE 6.1, 6.2, and 6.3 funding: House down 12.4%; Senate down 12.0%

DEFENSE-WIDE 6.1 funding: House up 1.4%; Senate down 1.0%
DEFENSE-WIDE 6.2 funding: House up 5.8%; Senate up 4.8%
DEFENSE WIDE 6.3 funding: House up 5.3; Senate up 3.5%
