The FY 2007 Department of Defense Appropriations bill was signed into
law on September 29. Under this legislation, total funding for Basic
Research, Applied Research, and Advanced Technology Development programs
will increase 0.7% over last year. The Administration had sought a cut
of 16.3% in this funding.
This appropriations bill, and that funding the Department of Homeland
Security, were the only bills finished by Congress before it left on
its pre-election recess. All other departments and agencies are being
funded through a short term continuing resolution that will expire in
mid-November (see http://www.aip.org/fyi/2006/116.html.)
As was the case last year, the funding provided through this legislation
(including earmarked funds) for the programs listed below is greater
than the Administration's request in all instances except for Defense-Wide
Applied Research (note that Defense-Wide refers to DARPA and similar
agencies and does not include the three service branches.) Total S&T
funding is 2.978% of the total bill (including the bridge fund for Iraq
and Afghanistan), as compared to last year's figure of 2.958%.
The following figures were provided by the Coalition for National Security
Research, to which AIP and several of its Member Societies belong. Percentage
changes are compared to the last fiscal year.
AGGREGATE 6.1 (Basic Research) funding increases 5.6% or $82.3
million from $1,470.1 million to $1,552.4 million. The Bush Administration
requested $1,422.0 million.
AGGREGATE 6.2 (Applied Research) funding increases 2.2% or $114.4
million from $5,168.1 million to $5,282.4 million. The request was $4,477.8
million.
AGGREGATE 6.3 (Advanced Technology Development) funding decreases
1.7% or $109.3 million from $6,603.3 million to $6,494.1 million. The
request was $5,183.4 million.
TOTAL AGGREGATE 6.1, 6.2 and 6.3 funding increases 0.7% or $87.4
million from $13,241.5 million to $13,328.9 million. The request was
$11,083.1 million.
ARMY 6.1 funding declines 0.6% or $2.3 million from $372.3 million
to $370.0 million. The request was $311.9 million.
ARMY 6.2 funding declines 2.5% or $30.9 million from $1,250.0
million to $1,219.2 million. The request was $685.3 million.
ARMY 6.3 funding declines 4.5% or $60.8 million from $1,338.9
million to $1,278.2 million. The request was $721.7 million.
TOTAL ARMY 6.1, 6.2 and 6.3 funding declines 3.2% or $93.9 million
from $2,961.2 million to $2,867.3 million. The request was $1,718.8
million.
NAVY 6.1 funding increases 3.9% or $18.6 million from $475.1
million to $493.6 million. The request was $455.9 million.
NAVY 6.2 funding declines 1.2% or $9.9 million from $798.9 million
to $788.9 million. The request was $638.7 million.
NAVY 6.3 funding declines 24.7% or $252.5 million from $1,022.3
million to $769.8 million. The request was $504.6 million.
TOTAL NAVY 6.1, 6.2 and 6.3 funding declines 10.6% or $243.9
million from $2,296.3 million to $2,052.3 million. The request was $1,599.2
million.
AIR FORCE 6.1 funding increases 7.6% or $27.5 million from $362.6
million to $390.1 million. The request was $370.2 million.
AIR FORCE 6.2 funding increases 7.9% or $84.3 million from $1,070.6
million to $1,154.9 million. The request was $973.1 million.
AIR FORCE 6.3 funding increases 5.5% or $55.3 million from $1,010.5
million to $1,065.8 million. The request was $804.8 million.
TOTAL AIR FORCE 6.1, 6.2 and 6.3 funding increases 6.8% or $167.1
million from $2,443.7 million to $2,610.7 million. The request was $2,148.1
million.
DEFENSE WIDE (DARPA, etc.) 6.1 funding increases 14.8% or $38.5
million from $260.2 million to $298.7 million. The request was $283.9
million.
DEFENSE WIDE 6.2 funding increases 3.5% or $70.9 million from
$2,048.6 million to $2,119.4 million. The request was $2,180.8 million.
DEFENSE WIDE 6.3 funding increases 6.2% or $198.8 million from
$3,181.6 million to $3,380.4 million. The request was $3,151.2 million.
TOTAL DEFENSE WIDE 6.1, 6.2 and 6.3 funding increases 5.6% or
$308.2 million from $5,490.4 million to $5,798.6 million. The request
was $5,617.0 million.
