House Appropriations Committee

Tomorrow morning the House Energy and Water Development Appropriations Subcommittee will meet to approve its FY 2016 funding bill.  The subcommittee released the text of the draft 58-page bill; the all-important committee report providing detailed funding levels and recommendations for various programs will be released in coming days after the full committee passes the bill.  This report will be reviewed in a future FYI

Among the major agenda items that Congress will consider when it returns to Washington next week are the FY 2016 appropriations bills.  House and Senate appropriators have held many hearings on the Obama Administration’s request, with more hearings planned in coming weeks.

House appropriators met on March 17 to review the FY 2016 budget request for the Department of Energy’s Office of Science.  Appearing before the Energy and Water Development Appropriations Subcommittee were Franklin Orr, Under Secretary for Science and Energy and Patricia Dehmer, Director of the Office of Science.   Of note were discussions on funding for the Fusion Energy Sciences and Nuclear Physics programs.

“The reputation of the NSF is the greatest in the world,” House Commerce, Justice, Science Appropriations Subcommittee Chairman John Culberson (R-TX) said Tuesday during a hearing on the foundation’s FY 2016 budget request.  Culberson’s passion for science was clearly evident at this and other hearings, and as the point person for the writing of the funding bill for NSF, his statements during this hearing were very encouraging.

“I’m encouraged based upon where we were two or three years ago in terms of the big projects” said Senate Energy and Water Development Appropriations Subcommittee Chairman Lamar Alexander (R-TN) as he wrapped up a hearing on the FY 2016 request for the National Nuclear Security Administration (NNSA).   Alexander’s subcommittee and the counterpart House subcommittee held hearings on the overall NNSA request on March 4 and 11.

In addition to a letter circulating among House Members regarding the FY 2016 appropriation for the DOE Office of Science, a similar letter has just been distributed by Rep. G.K. Butterfield (D-NC) and David McKinley (R-WV) in support of the National Science Foundation.

Representatives have until Monday, March 16, to sign a letter in support of the Department of Energy’s Office of Science.  The letter urges Chairman Mike Simpson (R-ID) and Ranking Member Marcy Kaptur (D-OH) of the House Energy and Water Development Appropriations Subcommittee to “to make strong and sustained funding for the DOE Office of Science one of your highest priorities in fiscal year 2016.”

NASA has always enjoyed strong and bipartisan support from House and Senate appropriators.  That support increased this year when Rep. John Culberson (R-TX) assumed the chairmanship of the House Commerce, Justice, Science Appropriations Subcommittee.  Culberson replaces Frank Wolf (R-VA) who retired at the end of the last session of Congress.

A common theme at last week’s House Labor, Health and Human Services, and Education Appropriations Subcommittee hearing on the National Institutes of Health was the impact that funding constraints have had on medical research.  Although the National Institute of Biomedical Imaging and Bioengineering (NIBIB), one of 27 institutes and centers, was not specifically mentioned, the issue of overall funding for NIH was raised early and often during the two-hour hearing.
