House Appropriations Committee

The House Appropriations Committee has proposed reducing spending levels at the National Institute of Standards and Technology by 1.0 percent in FY 2016.

The full House Appropriations Committee met Wednesday and approved by voice vote the FY 2016 Commerce, Justice, Science Appropriations Bill.  Under this bill, NASA funding would increase $518.9 million or 2.9 percent in the new fiscal year.

The full House Appropriations Committee met yesterday and approved by voice vote the FY 2016 Commerce, Justice, Science Appropriations Bill.  Under this bill, NSF funding would increase $50.0 million or 0.7 percent in the new fiscal year.

It took about one hour yesterday for the House Commerce, Justice, Science Appropriations Subcommittee to approve its FY 2016 bill providing funding for NASA, the National Institute of Standards and Technology, the National Oceanic and Atmospheric Administration, and the National Science Foundation.  The 100-page bill was passed by voice vote without any amendments being offered.

The House Commerce, Justice, Science Appropriations Subcommittee meets tomorrow to consider its FY 2016 funding bill.  The subcommittee issued a three-page release this morning providing summary information on the 100-page draft bill.

This is an important month for the National Science Foundation on Capitol Hill.  On Thursday, House appropriators will mark up their FY 2016 bill providing funding for the National Science Foundation.  The full House may consider the America COMPETES bill, authorizing NSF and its programs for FY 2016 and FY 2017.

Following the consideration of more than 60 amendments during three days last week, with one session lasting until 1:48 in the morning, the House of Representatives approved the FY 2016 Energy and Water Development Appropriations Bill on Friday.  The bill, H.R. 2028, passed on an almost entirely party-line vote of 240-177.

The Director of the Office of Management and Budget (OMB) of the Executive Office of the President has issued two statements this week expressing concern about FY 2016 House Republican spending plans.  Among his concerns are funding reductions that could result in “thousands fewer scientific and medical research awards and grants” when compared to President Obama’s budget request.

The full House Appropriations Committee approved its FY 2016 Energy and Water Development Appropriations Bill yesterday morning.  The House is scheduled to consider this bill next week.
