House Appropriations Committee

A common theme at last week’s House Labor, Health and Human Services, and Education Appropriations Subcommittee hearing on the National Institutes of Health was the impact that funding constraints have had on medical research.  Although the National Institute of Biomedical Imaging and Bioengineering (NIBIB), one of 27 institutes and centers, was not specifically mentioned, the issue of overall funding for NIH was raised early and often during the two-hour hearing.

House and Senate appropriators have held important hearings in the last two weeks on the FY 2016 budget request for the Department of Commerce.  Among the topics discussed at these hearings were the weather satellite program of the National Oceanic and Atmospheric Administration and manufacturing programs of the National Institute of Standards and Technology.

House Energy and Water Development Appropriations Subcommittee Chairman Mike Simpson (R-ID) got right to the point:  “while it was great to see some of the Department of Energy funding increases proposed, since they were not actually the result of making the tough choices needed in this fiscal environment, we cannot realistically use this request as a true measure of need or priorities.”  Simpson’s remarks were addressed to Energy Secretary Ernest Moniz at the start of a February 26 subcommittee hearing on DOE’s FY 2016 request.

Congress and the Obama Administration crafted the FY 2015 budgets under very tight constraints.  Total discretionary spending rose just 0.2 percent over last year.
