7 Aug 1995

Beginning August 5, members of the House of Representatives left
town for their August recess, or "district work period."  The
Senate hopes to follow them out of town at the end of this week,
although a number of issues remain on the Senate's calendar.  This
FYI provides updates on recent action on DOE and DOD
appropriations, while FYI #113 gives additional information on the
VA/HUD funding bill, and the rescissions bill for current-year
funding.

The Committee questions whether never-ending budget growth in basic research is wise, particularly in the context of the Administration's failure to adequately address the Defense Department's weapon system modernization needs." - House Appropriations Committee

Within the past month, the Administration has announced two nominations that are of interest to the science and technology community. Both will require Senate confirmation, but when that will occur is an open question. Congress returns next week from August recess, but will have its hands full trying to finish up the appropriations bills before the start of the new fiscal year on October 1.

House Appropriators, marking up the Department of Defense FY 1998 Appropriations bill (H.R. 2266) on July 22, made drastic reductions in the President's request for basic research funding. DOD officials have expressed concern at the continual decline in the department's technology base (see FYIs #49, 58.).

It has been about six weeks since The DOD Quadrennial Review (QDR) was released. Although there has been considerable discussion about another round of base closings, less mention has been made of QDR recommendations regarding science and technology. This FYI provides appropriate selections from the QDR, using as noted the report's section headings. June 12 was an important day for the defense community. On that day, both the House and Senate authorizing committees responsible for DOD completed their bills for FY 1998.

30 Apr 1997

On April 18, in a forum at the Naval Research Laboratory, officials overseeing science and technology programs for the Department of Defense described their plans and funding requests for the coming fiscal year. Anita Jones, Director of Defense Research and Engineering for all of DOD, gave a general overview. The Defense Department, she reported, funds 16 percent of the total federal investment in research and development.

FY 1998 Dept. Of Defense Budget Request: Basic & Applied Research FYIis expanding its coverage to include the Department of Defense's basic research and applied research budget requests, and subsequent congressional activity. Including other spending, such as development, equipment, and facilities, DOD provides the largest amount of federal R&D funding.

The Air Force Research Laboratory has announced a Notice of Intent to release a Broad Agency Announcement in early November regarding a competition for an Institute for Manufacturing Innovation - Integrated Photonics.  Federal funding of up to $110 million will be made available, with private sector cost sharing of at least 1:1.

10 Dec 1998

When Congress reconvenes in January, Rep. Jerry Lewis will assume a key position having direct control over the Department of Defense budget. As the new chairman of the House National Security Appropriations Subcommittee, Lewis will be in position to greatly influence the FY 2000 budget for DOD's 6.1 and 6.2 budget functions.
