Following countless hours spent by the Obama Administration preparing the FY 2016 budget request and numerous House and Senate appropriations hearings and floor votes leading up to today’s start of the new fiscal year, the outcome - at least to this point – is a continuation of current funding levels for federal departments and agencies through mid-December.

Congress returned to Washington today from its summer recess with few legislative days left to enact a bill to provide federal funding for the new fiscal year that starts on October 1.  Congressional leaders continue to stress that there will not be a shutdown of the government, despite efforts by some in Congress to link passage of such a bill to the defunding of Planned Parenthood.

House appropriators have approved the FY 2016 Labor, Health and Human Services, and Education Bill.   Yesterday’s action by the full Appropriations Committee marks the first time in six years that this bill has been approved and sent to the House floor.

Earlier today the House of Representatives started its consideration of the FY 2016 Interior and Environment Appropriations Bill.  Roll call votes on amendments to the bill will not occur until July.

The bill provides $30,170.0 million in base funding, down $246.0 million from this year’s appropriation, and $3,092.4 million less than the Administration’s request.

The House Interior, Environment and Related Agencies Appropriations Subcommittee met this morning to mark up its FY 2016 appropriations bill.  Yesterday the full committee issued a short press release and the draft version of the 134-page bill.   The all-important committee report providing specific funding levels and policy guidance for individual programs has not been released.
