Senate appropriators are proposing to hold funding for NSF research steady in fiscal year 2017, while House appropriators would increase it by less than 1 percent. Appropriators from both chambers would leave decisions about how to divvy up the $6 billion research account to the foundation.

About one month after the Senate Appropriations Committee reported legislation with middling spending for four of the main science agencies in fiscal year 2017, the House Appropriations Committee earlier this week cleared its bill and committee report. Like in the Senate, the House committee includes no significant spending increases for the four agencies’ research accounts.

Following a year of investigations into alleged financial mismanagement of one of the National Science Foundation’s large-scale research facilities, the House Science Committee cleared legislation aimed at improving facility management, accountability, and transparency at the foundation.

After largely dismissing the president’s budget request, the chairman and ranking member of the House subcommittee in charge of National Science Foundation appropriations voiced both their strong support for the foundation and their opposition to allocating money at the research directorate level, with the chairman indicating his preference for making greater use of decadal surveys to decide on research priorities.

The House voted mostly along party lines to approve a bill sponsored by House Science Committee Chairman Lamar Smith that aims to bring National Science Foundation research in line with the “national interest,” but the bill faces strong opposition from the White House and many House Democrats, including committee ranking member Eddie Bernice Johnson.

The President requests a 6.7 percent funding increase for the National Science Foundation in fiscal year 2017, raising the agency’s budget to just under $8 billion. However, without a proposed new mandatory funding stream requiring additional legislative approval, the foundation would only see a 1.3 percent increase.
