On Wednesday, the House of Representatives is scheduled to take up legislation to complete the FY 2007 appropriations cycle. This $463.5 billion bill will contain funding for the National Science Foundation and the Department of Energy’s Office of Science. The bill will then go to the Senate, where the schedule is much less certain.

Important efforts are underway in the House of Representatives to demonstrate Member support for the DOE Office of Science and the National Science Foundation.  Constituent expressions of interest will be important to the success of these efforts.

“Dear Colleague” letters are a time-tested method for representatives and senators to show their support for a federal program or pending legislation.  Two “Dear colleagues” are circulating among representatives requesting signatures on letters that will be sent to key appropriators.

NASA’s  successful launch of a next generation Earth-observing satellite late last  month is a significant milestone in a program to replace America’s aging system  of weather satellites.  But there are  major problems that continue to face this program that were discussed at a  joint hearing by two subcommittees of the House Science, Space, and Technology Committee  earlier this fall.

The  House Science, Space, and Technology Committee held a divisive hearing recently  to examine the National Oceanic and Atmospheric Administration’s (NOAA) proposal  to create a Climate Service. Chairman Ralph Hall (R-TX) opened the hearing by  noting his “irritation” with the lead witness, NOAA Administrator Jane Lubchenco,  whose written testimony was delivered to the Committee late. Said Hall, “The Committee invited NOAA more than three  weeks ago. It is truly appalling that this testimony was 26 hours late and is  27 pages.”

The House Committee on Science Space and Technology’s  Subcommittee on Investigations and Oversight held a September 12 hearing to examine  unauthorized reprograming of funding within the National Weather Service (NWS).  A 2011 National Oceanic and Atmospheric  Administration (NOAA) report and a 2012 joint NOAA and Department of Commerce (DOC)  report provided the basis for memos issued by NOAA and DOC.  These memos provided details about the  transfer of NWS funds without Congressional authorization or notification.  This led to NOAA and DOC investigations which  culminated in a May 11 inv

The House Science, Space and Technology Committee’s Subcommittee  on Investigations and Oversight and the Subcommittee on Energy and Environment held  a joint hearing on June 27 to examine the costs and performance capabilities of  the Joint Polar Satellite System (JPSS) and the Geostationary Observational  Environmental Satellite-R Series (GOES-R).

On Tuesday the House of Representatives passed the Weather Forecasting Improvement Act.  Approved by voice vote, this bipartisan bill aligns the R&D activities of the National Oceanic and Atmospheric Administration’s Office of Oceanic and Atmospheric Research (OAR) with the National Weather Service.

The National Oceanic and Atmospheric Administration (NOAA) has requested $5,496.7 million for FY 2015, an increase of $176.1 million or 3.3 percent above its current budget of $5,320.6 million.  NOAA is part of the Department of Commerce which has requested a total increase of 6.9 percent for FY 2015.
