This morning the full Senate Appropriations Committee met and approved by a vote of 27-3 their FY 2016 Commerce, Justice, Science Appropriations Bill.  The $51.1 billion bill provides funding for NASA, the National Institute of Standards and Technology, National Oceanic and Atmospheric Administration, and the National Science Foundation.  The House passed its version of this bill earlier this month.

Last Thursday the Senate Appropriations Committee approved the FY 2016 Energy and Water Development Appropriations Bill providing funding for the National Nuclear Security Administration.  Passed by a vote of 26-4, the $35.4 billion bill now moves to the Senate floor.  The House of Representatives passed its version of this bill on May 1.

Funding parameters for the Department of Energy for FY 2016 are largely in place with the approval last Thursday of a $35.4 billion Energy and Water Development Appropriations Bill.  This action follows passage of the counterpart bill by the House of Representatives on May 1.

“We urge you to support all of this valuable work” said Frank Kendall, Under Secretary of Defense for Acquisition, Technology and Logistics, when discussing various programs to maintain U.S. military superiority.  “But most of all, we urge you to permanently repeal the threat of sequestration.  Removing this specter would do more than any other single act to spur innovation and preserve our military technological superiority.”

Yesterday afternoon the Senate Commerce, Justice, Science Appropriations Subcommittee met to review the FY 2016 budget request for NASA.  The hearing was friendly and low-key, with NASA Administrator Charles Bolden as the only witness to discuss the $18,529.1 million request, up $518.9 million or 2.8 percent over the current budget.

Among the major agenda items that Congress will consider when it returns to Washington next week are the FY 2016 appropriations bills.  House and Senate appropriators have held many hearings on the Obama Administration’s request, with more hearings planned in coming weeks.
