Abstract

In this interview, David Zierler, Oral Historian for AIP, interviews Thomas Ramos, a physicist detailed to the Principal Associate Director for Weapons and Complex Integration at Lawrence Livermore Laboratory. Ramos discusses his current work writing an unclassified history of the weapons program at Livermore and the broad perspective this has given him on the Laboratory from the postwar era to the present. Ramos recounts his childhood in Brooklyn and his military enlistment after high school, which led to a tour in South Korea and then an order from West Point to pursue a master’s degree in nuclear physics. He discusses his graduate work at MIT and his research on bubble chamber experiments at Fermilab and Argonne before being ordered back to West Point to teach nuclear science. Ramos describes the opportunities leading to his appointment at Livermore four years later and his initial work on the X-ray laser program and the origins of the SDI program. He discusses the impact of the end of the Cold War on the Laboratory and the extent to which Reagan’s military spending accelerated the Soviet collapse. Ramos discusses his work at the Pentagon as a legislative affairs officer for the Assistant Secretary of Defense for Atomic Energy, and he explains Livermore’s increasing involvement in monitoring nuclear proliferation among terrorist groups and rogue states. He describes his transition to counterproliferation as a result of the end of nuclear testing at Livermore and the signification of the creation of the National Ignition Facility. Ramos describes the transition to his current work documenting Livermore’s history, and he reflect broadly at the end of the interview on how Livermore has adapted to evolving security threats over its long history.

Abstract

This interview is part of a series conducted during research for the book Tunnel Visions, a history of the Superconducting Super Collider. It also covers a range of other topics concerning George (Jay) Keyworth’s service between 1981 and 1985 as science advisor to President Ronald Reagan. Keyworth recounts his previous career at Los Alamos Scientific Laboratory, his selection as science advisor, his access to White House policymaking via counselor to the president Ed Meese, and his own interactions with Reagan. He notes that Reagan had a faith in technological ingenuity as part of a broadly optimistic outlook on humanity. Keyworth also discusses his strong relationship with engineer and executive David Packard as well as deliberations concerning stealth technology, missile basing, the AIDS crisis, and space policy. He expresses disdain for the space station and space shuttle programs and his regret that the Reagan administration did not do more to reform NASA. He recalls spending political capital securing White House support for basic research, including the SSC and funding increases for the National Science Foundation. He argues that Brookhaven National Lab’s Isabelle collider was poorly justified whereas the SSC was an ambitious and inspiring project. Keyworth asserts that he was able to commit the White House Office of Management and Budget to pursuing the SSC before he was assigned full-time to working on the Strategic Defense Initiative ballistic missile defense program in 1983.

Abstract

Interview with Roald Sagdeev, professor of physics emeritus at the University of Maryland. He recounts his family’s ethnic Tatar heritage, his childhood in Kazan, and his family’s experience during World War II. Sagdeev describes his physics education at Moscow State University, and how he felt regarding the larger issues of physics and Soviet national security – especially during his time in Sarov, which was the equivalent of Los Alamos National Lab for nuclear weapons research. He discusses his work on radiation transport in stellar atmospheres, his subsequent research at the Kurchatov Institute, and his graduate research in controlled nucleosynthesis under the direction of Lev Landau. Sagdeev describes this time as the origins of his expertise in plasma physics and he explains the work he was doing at a classified site in Siberia. He explains how major Cold War events including the Cuban Missile Crisis and nuclear diplomacy affected his career and his moral satisfaction in not contributing to weapons science. Sagdeev discusses his work at the Institute of Physics of High Temperatures, and his developing interests in astrophysics, and he explains his subsequent tenure at the Space Research Institute of the Academy of Sciences, and why the American moon landing demonstrated that Russia had ceded its dominance in the Space Race. He explains why manned space missions were always more politicized than unmanned missions and describes the political value of the Soviet-US Soyuz-Apollo test project as an opportunity for “hand shaking in space.” Sagdeev discusses his experiences advising Gorbachev on disarmament negotiations, and he shares his perspective on SDI and why it was actually the Pershing missile system that contributed more to the Soviet collapse than U.S. defense spending under Reagan. He describes witnessing the end of the Cold War as watching a movie in slow motion, and he explains how he met Susan Eisenhower and the circumstances leading to his move to the United States, where he joined the faculty at the University of Maryland and served as an adviser to NASA. Sagdeev explains his current interests in intergalactic shock waves and he shares his ideas on the newly formed U.S. Space Force and the weaponizing of space. At the end of the interview, Sagdeev shares that if he could start his career all over again, he would focus on neuroscience.
