Advancing Artificial Intelligence Research Act of 2020
Purpose
A bill to require the Director of the National Institute of Standards and Technology to advance the development of technical standards for artificial intelligence, to establish the National Program to Advance Artificial Intelligence Research, to promote research on artificial intelligence at the National Science Foundation, and for other purposes.
Summary of Selected Provisions
- Directs the National Institute of Standards and Technology to establish a national research program to support “development of technical standards and guidelines that promote reliable, robust, and trustworthy artificial intelligence,” among other actions. It recommends the program be funded at $250 million per year through fiscal year 2025
- Instructs the National Science Foundation to create at least six AI research institutes by awarding grants to institutes of higher education or nonprofit research centers, with a recommended budget of up to $50 million per center
- Instructs NSF to create traineeship programs that provide grants to graduate programs, mentors, and individual graduate students working in areas the director deems topics of national importance. The director must select AI as the first topic
- Requires NSF to establish a pilot program that provides grants for research in “rapidly evolving, high priority topics” selected by the director. The director must select AI as the first topic
- Directs NSF to establish a federal AI Scholarship-for-Service Program that would provide students full tuition and fees for up to three years at eligible institutions in exchange for working at a federal, state, or local government entity on AI projects for as many years as they received financial support
