"To amend the Environmental Research, Development, and Demonstration Authorization Act of 1978 to provide for Scientific Advisory Board member qualifications, public participation, and for other purposes."

  • Specifies that the Environmental Protection Agency's Science Advisory Board should have membership representation┬ádistributed among the "scientific and technical points of view"
  • Stipulates that at least 10 percent of the board's members shall be from state, local, or tribal governments
  • Stipulates that no board member shall have a current grant from EPA or may apply for a grant within three years of service on the board
