Well-Informed, Scientific, and Efficient (WISE) Government Act of 2018
Purpose
To secure Federal access to scientific literature and other subscription services by requiring Federal agencies and legislative branch research arms to make recommendations on increasing agency library access to serials, and for other purposes.
Summary of Selected Provisions
- Prohibits federal agencies from entering into journal contracts that prohibit the disclosure of subscription costs to other agencies
- Directs agencies to make their procedures for accessing library subscriptions clearly available to employees within six months
- Directs the General Services Administration to submit a report to Congress on ways to increase agency library access to scientific journals
