American Manufacturing Leadership Act
Purpose
To amend the National Institute of Standards and Technology Act to make changes to the implementation of the network for manufacturing innovation, and for other purposes.
Summary of Selected Provisions

Provisions in the original House bill

  • Reauthorizes and amends the Revitalize American Manufacturing and Innovation Act, which defines the scope of a public-private network of advanced manufacturing institutes called Manufacturing USA
  • Defines how agencies can renew support for existing institutes after a performance review
  • Directs the Manufacturing USA program office at the National Institute of Standards and Technology to leverage existing resources at other agencies with equities in advanced manufacturing
  • Emphasizes the role of the program in developing “regional innovation clusters”
  • Recommends NIST receive $25 million annually for fiscal year 2020 to 2024 in support of Manufacturing USA
  • Recommends the Department of Energy receive $70 million annually for fiscal years 2020 and 2021 and $84 million for fiscal years 2022 and 2023
  • Requires the Government Accountability Office to assess the program at least every three years
