National Security Innovation Pathway Act
Purpose
To establish a process for admitting essential scientists and technical experts into the United States to promote and protect the National Security Innovation Base.
Summary of Selected Provisions
- Creates a special immigrant visa for individuals employed by a U.S. company working in national security, engaged in research funded by the Department of Defense, or who have scientific or technical expertise in an area critical to the National Defense Strategy
- Directs DOD to develop a competitive process to select eligible individuals
- Allows for 100 visas to be issued in fiscal year 2021 and increases the number by 100 annually until fiscal year 2025, allowing for 500 visas per year thereafter
- Directs the Department of Homeland Security to collect $2,000 for each visa petition, 25% of which will be given to the Defense Education Program’s Science, Mathematics, and Research for Transformation (SMART) scholarship program
