To establish the Office of Critical Technologies and Security, and for other purposes.
Summary of Selected Provisions
  • Establishes an Office of Critical Technologies and Security in the Executive Office of the President to coordinate a whole-of-government effort to prevent the transfer of “critical emerging, foundational, and dual-use technologies” to countries of concern
  • Tasks the office with leading the interagency process for identifying emerging and foundational technologies that should be subject to export control established by the National Defense Authorization Act for Fiscal Year 2019
  • Directs the office to develop a long-term strategy to protect intellectual property, reduce reliance on foreign products in critical supply chains, maintain technological leadership in critical fields, increase funding for R&D, and improve the R&D ecosystem
  • Establishes the Council on Critical Technologies and Security, an interagency body that would advise the president on challenges associated with technology acquisition by foreign entities
