                                    Purpose
                                        To guide and authorize basic research programs in the United States for research, development, and demonstration of solar energy technologies, and for other purposes.
                                    Summary of Selected Provisions
                                        - Updates policy for the Department of Energy’s solar energy technology program, outlining a range of research, development, demonstration, and testing activities
- Defines various focus areas for the program, such as energy variability, storage, manufacturing technologies, and recycling of photovoltaic devices
- Directs DOE to create a comprehensive database of materials used in photovoltaic cells that includes details on their availability through mining and recycling, country of origin, and their other significant uses
- Recommends the budget for DOE’s solar R&D activities increase to $328 million overall by fiscal year 2024
