                                        A bill to establish a grant program for wind energy research, development, and demonstration, and for other purposes.
                                    Summary of Selected Provisions
                                        - Updates policy for the Department of Energy’s wind energy technology program, outlining a range of research, development, demonstration, and testing activities
- Defines various focus areas for the program, such as plant efficiency, turbine design, transformational technologies, and wind power forecasting
- Directs DOE to support a “technology validation and market transformation program” that funds a research and demonstration facility for wind turbines and plants in “hybrid energy systems that incorporate diverse generation sources, loads, and storage technologies”
- Directs DOE to evaluate ways to reduce regulatory and market barriers to the widespread adoption of wind power
- Recommends the budget for DOE’s wind R&D activities increase to $126 million by fiscal year 2024
