Bolstering Long-term Understanding and Exploration of the Great Lakes, Oceans, Bays, and Estuaries (BLUE GLOBE) Act
Purpose
To improve data collection and monitoring of the Great Lakes, oceans, bays, estuaries, and coasts, and for other purposes.
Summary of Selected Provisions
- Directs the National Oceanic Atmospheric Administration to commission a National Academies study on the need for and feasibility of creating an Advanced Research Projects Agency–Oceans (ARPA-O)
- Directs NOAA to commission a National Academies study to assess workforce needs in the areas of oceanic and atmospheric data collection, as well as strategies for promoting diversity and shortening the hiring backlog within the scientific workforce
- Directs NOAA to support at least one Ocean Innovation Prize focused on data collection and monitoring technology
- Recommends funding levels through fiscal year 2024 for various ocean and coastal research programs
