Senate Approves Space Station Funding

Yesterday afternoon the Senate decisively rejected by a vote of 36-64 an amendment offered by Senator Dale Bumpers (D-Arkansas) to terminate the space station program. Although work is not yet completed on H.R. 4624, the VA, HUD, Independent Agencies Appropriations Bill for FY 1995, the space station is on a clear track. In June, the House rejected a termination amendment by 155-278. Both versions of the bill provide approximately $2.1 billion for the station.

A quick voting analysis: In 1993, a similar Bumpers amendment attracted 40 votes, compared to 36 votes this year. Twelve senators changed their votes.

Senators who last year voted against the station, and this year voted for it were: Democrats: Akaka D (HI), Ford W (KY), Pell C (RI), Reid H (NV). Rockefeller (WV) did not vote last year, this year he voted in support of the station. Republicans: Brown H (CO), Coats D (IN), D’Amato A (NY), Faircloth L (NC).

Senators who last year voted for the station, and this year voted against it were: Democrats: Byrd R (WV), Harkin T (IA). Republicans: Jeffords J (VT), Lugar R (IN).

Yesterday’s vote on the Bumpers Amendment to terminate the space station program follows. A YES vote was for TERMINATION of the program. A NO vote was in SUPPORT of the station.

NASA Administrator Daniel Goldin is elated by this vote. In an interview today, he said, “we are through debating the space station, we are going to build it.”
