FYI #142 looked at the change in appropriations (in constant 1998 dollars) for selected science and technology programs between FY 1996 and FY 1998. This FYI takes that same information and ranks the agencies and programs based on whether their funding has gone up or down over the past two years (again, in constant 1998 dollars.)
