Department of Defense FY 1999 Budget Request: R&D

The FY 1999 budget request for Research and Development (R&D) within the Department of Defense is $7,181.3 million. This represents a decrease of $618.9 million, or 7.9 percent, from the current-year R&D appropriation of $7,800.2 million. Defense R&D includes three categories: Basic Research (also known as 6.1), Applied Research (6.2), and Advanced Technology Development (6.3), but does not include Testing or Evaluation. The request does not identify which R&D funding is physics-related.

The R&D request is also broken down by service. In addition to the Army, Navy, and Air Force, there is also a Defense-wide account, which includes agencies such as DARPA and the Ballistic Missile Defense Office. R&D within the Army would experience a 19.9 percent reduction. Navy R&D would increase by 0.1 percent, or less than inflation. The Air Force’s R&D would decrease by 1.6 percent, and Defense-wide R&D would decrease by 8.1 percent. Across all the services, Basic Research would increase by 6.7 percent, while Applied Research would be raised by 0.8 percent, and Advanced Technology Development would drop by 18.9 percent. Last year, in the FY 1998 request, the Administration asked for an increase of 7.9 percent to stop the continuing erosion of DOD Basic Research funding, but Congress provided no increase above the FY 1997 level.
