Senate Appropriators Recommend 9.5% Cut in DOD S&T Program Funding

The parameters for FY 2007 Department of Defense funding for 6.1 basic research programs, 6.2 applied research programs, and 6.3 advanced technology development programs are now in place. Senate Defense Appropriations Subcommittee Chairman Ted Stevens (R-AK), Ranking Member Daniel Inouye (D-HI), and their colleagues have sent their bill to the full Appropriations Committee, which approved it last week. The House has already passed its version of H.R. 5631.

The following figures were provided by the Coalition for National Security Research, to which AIP and several of its Member Societies belong. Accompanying H.R. 5631 which provides $453.5 billion, in discretionary funding is a yet-unnumbered Senate Report. This report will be available in coming days at http://thomas.loc.gov/home/approp/app07.html . It should have language on specific program recommendations.

There are not many 6.1, 6.2 or 6.3 budgets for which both House and Senate numbers are positive. Many budgets appear to be on track for cuts, some by significant percentages.

It is unknown when the Senate version of this bill will go to the floor. The FY 2007 Department of Defense Appropriations bill seems to be one of the few that will be sent to President Bush before the new fiscal year begins on October 1.

The House and Senate bills recommend the following changes as compared to current funding:

AGGREGATE 6.1 (basic research) funding would increase 6.8% to $1,571 million in the House bill. Senate funding would increase 0.6% to $1,479 million. The administration requested $1,422 million.
AGGREGATE 6.2 (applied research) funding would increase 2.1% to $5,276 million in the House bill. Senate funding would decline 7.0% to $4,805 million. The administration requested $4,478 million.
AGGREGATE 6.3 (advanced technology development) funding would decline 2.2% to $6,461 million in the House bill. Senate funding would decline 13.7% to $5,699 million. The administration requested $5,183 million.
TOTAL AGGREGATE 6.1, 6.2, and 6.3 funding would increase 0.5% from $13,242 million to $13,307 million in the House bill. Senate funding would decline 9.5% to $11,983 million. The administration requested $11,083 million.

ARMY 6.1 funding would decline 5.4% to $352 million in the House bill. Senate funding would decline 3.5% to $359 million. The administration requested $312 million.
ARMY 6.2 funding would decline 3.3% to $1,208 million in the House bill. Senate funding would decline 22.2% to $973 million. The administration requested $685 million.
ARMY 6.3 funding would decline 2.8% to $1,301 million in the House bill. Senate funding would decline 25.7% to $995 million. The administration requested $722 million.
TOTAL AGGREGATE ARMY 6.1, 6.2, and 6.3 funding would decline 3.4%, from $2,961 million to $2,861 million in the House bill. Senate funding would decline 21.4% to $2,327 million. The administration requested $1,719 million.

NAVY 6.1 funding would increase 5.0% to $499 million in the House bill. Senate funding would increase 0.7% to $478 million. The administration requested $456 million.
NAVY 6.2 funding would decline 9.0% to $727 million in the House bill. Senate funding would decline 5.3% to $757 million. The administration requested $639 million.
NAVY 6.3 funding would decline 29.3% to $723 million in the House bill. Senate funding would decline 35.1% to $663 million. The administration requested $505 million.
TOTAL AGGREGATE NAVY 6.1, 6.2, and 6.3 funding would decline 15.1%, from $2,296 million to $1,949 million. Senate funding would decline 17.3% to $1,899 million. The administration requested $1,599 million.

AIR FORCE 6.1 funding would increase 6.1% to $385 million in the House bill. Senate funding would increase 6.6% to $387 million. The administration requested $370 million.
AIR FORCE 6.2 funding would increase 5.0% to $1,124 million in the House bill. Senate funding would increase 2.7% to $1,099 million. The administration requested $973 million.
AIR FORCE 6.3 funding would decline 0.8% to $1,003 million in the House bill. Senate funding would decline 2.6% to $984 million. The administration requested $805 million.
TOTAL AGGREGATE AIR FORCE 6.1, 6.2, and 6.3 funding would increase 2.8% from $2,444 million to $2,512 million in the House bill. Senate funding would increase 1.1% to $2,470 million. The administration requested $2,148 million.

DEFENSE-WIDE (DARPA, etc.) 6.1 funding would increase 28.8% to $335 million in the House bill. Senate funding would decline 1.9% to $255 million. The administration requested $284 million.
DEFENSE-WIDE 6.2 funding would increase 8.2% to $2,216 million in the House bill. Senate funding would decline 3.6% to $1,976 million. The administration requested $2,181 million.
DEFENSE WIDE 6.3 funding would increase 7.9% to $3,434 million in the House bill. Senate funding would decline 3.9% to $3,057 million. The administration requested $3,152 million.
TOTAL AGGREGATE DEFENSE-WIDE funding would increase 9.0% from $5,490 million to $5,985 million in the House bill. Senate funding would decline 3.7% to $5,288 million. The administration requested $5,617 million.
