Senate FY 2011 Department of Defense Funding Bill: Science and Technology Programs

The Senate Appropriations Committee has approved its version of the FY 2011 Department of Defense Appropriations Bill. S. 3800 provides $669,871.7 million in funding, $8,099.0 million less than the Obama Administration’s request. Under this request, funding for the three defense science and technology programs would decline by 12.5 percent.

Senate Report 111-295 was recently released, and may be viewed here . This report lists specific S&T program funding levels for Army, Navy, Air Force, and Defense-Wide (DARPA) programs, which are summarized below. Note that there was no report language pertaining to the general conduct of these programs.

Under the Senate bill, total funding for 6.1, 6.2, and 6.3 programs would decline 4.8 percent.

Data pertaining to S&T programs in the DOD request can be found in the R-1, a 118-page budget justification document issued by the Office of the Under Secretary of Defense (Comptroller) available here . The below FY 2011 request figures are taken from this document, with percentage increases based on the FY 2010 Department of Defense Appropriations Act enacted in late 2009. It is customary for administrations to omit funding for earmarked programs in its budget request.

Aggregate 6.1 Basic Research

The FY 2010 appropriation was $1,882 million.
The FY 2011 request is $1,999 million, an increase of $117 million or 6.2 percent.
The Senate Appropriations Committee recommends $2,056 million, an increase of $174 million or 9.3 percent over this year.

Aggregate 6.2 Applied Research

The FY 2010 appropriations was $5,061 million.
The FY 2011 request is $4,476 million, a decline of $585 million or 11.6 percent.
The Senate Appropriations Committee recommends $4,930 million, a decline $131 million or 2.6 percent.

Aggregate 6.3 Advanced Technology Development

The FY 2010 appropriation is $6,578 million.
The FY 2011 request is $5,359 million, a decline of $1,219 million or 18.5 percent.
The Senate Appropriations Committee recommends $5,888 million, a decline of $690 million or 10.5 percent.

Total 6.1, 6.2, and 6.3

The FY 2010 appropriation was $13,521 million.
The FY 2011 request is $11,834 million, a decline of $1,687 million or 12.5 percent.
The Senate Appropriations Committee recommends $12,874 million, a decline of $647 million or 4.8 percent.

Total Army 6.1, 6.2, and 6.3

The FY 2010 appropriation was $3,159 million.
The FY 2011 request is $1,945 million, a decline of $1,214 million or 38.4 percent.
The Senate Appropriations Committee recommend $2,673 million, a decline of $486 million or 15.4 percent.

Total Navy 6.1 6.2, and 6.3

The FY 2010 appropriation was $2,105 million.
The FY 2011 request is $1,975 million, a decline of $130 million or 6.2 percent.
The Senate Appropriations Committee recommends $2,161 million, an increase of $56 million or 2.7 percent.

Total Air Force 6.1, 6.2, and 6.3

The FY 2010 appropriation is $2,470 million.
The FY 2011 request is $2,191 million, a decline of $279 million or 11.3 percent.
The Senate Appropriations Committee recommends $2,384 million, a decline of $86 million or 3.5 percent.

Total Defense-Wide 6.1, 6.2 and 6.3

The FY 2010 appropriation is $5,788 million.
The FY 2011 request is $5,722 million, a decline of $66 million or 1.1 percent.
The Senate Appropriations Committee recommends $5,656 million, a decline of $132 million or 2.3 percent.

The House Defense Appropriations Subcommittee has completed work on its version of this legislation, but the full Appropriations Committee has not acted. The House report will not be released until the bill is sent to the floor.
