Growing Artificial Intelligence Through Research Act
Purpose
To establish a coordinated Federal initiative to accelerate artificial intelligence research and development for the economic and national security of the United States, and for other purposes.
Summary of Selected Provisions

Provisions in both Bills

  • Directs the president to launch an interagency AI research initiative and recommends funding levels for associated activities at the Department of Energy, National Science Foundation, and National Institute of Standards and Technology for fiscal years 2020 through 2024
  • Creates a national coordination office and an external advisory committee to oversee the initiative
  • Directs DOE to support an AI research program and issue grants to create up to five AI research centers
  • Directs NSF to support AI research and education programs and issue grants to create up to five “multidisciplinary centers for AI research and education”
  • Directs NIST to support development of standards for commercial AI applications and establish “consortia” with private or public sector entities to advance AI research

Provisions in the House Bill

  • Recommends annual funding levels of $225 million for DOE (of which at least $100 million is for the AI research program), $90 million for NIST, and $10 million for each NSF research center

Provisions in the Senate Bill

  • Recommends annual funding levels of $300 million for DOE, $40 million for NIST, and $20 million for each NSF research center
  • Directs the White House to commission a study on how to increase the size, quantity, and diversity of the AI workforce
