MSI STEM Achievement Act
Purpose
To direct Federal science agencies and the Office of Science and Technology Policy to undertake activities to improve the quality of undergraduate STEM education and enhance the research capacity at the Nation's HBCUs, TCUs, and MSIs, and for other purposes.
Summary of Selected Provisions
- Directs the National Science Foundation to award grants that support research on the contributions of Minority Serving Institutions (MSIs) to STEM workforce development and that build capacity at MSIs through activities such as professional development programs and curriculum enhancements
- Authorizes NSF to create up to five MSI Centers of Innovation that would “serve as incubators to allow institutions of higher education to experiment, pilot, evaluate, and scale up promising practices.”
- Directs the White House Office of Science and Technology Policy to develop uniform policy guidelines for how federal science agencies should “carry out a sustained program of outreach activities to increase clarity, transparency, and accountability for Federal science agency investments in STEM education and research activities” at MSIs and produce a strategic plan for increasing the ability of MSIs to compete effectively for federal funding
