Strengthening MSI Competitiveness in Research and Innovation Act
Purpose
To direct the Director of the National Science Foundation to establish a capacity-building program for developing universities, and for other purposes.
Summary of Selected Provisions
- Directs the National Science Foundation to issue grants to improve the institutional research capacity of “developing universities.” Eligible organizations include minority serving institutions that receive less than $50 million in federal R&D funding per year
- Recommends that Congress provide the program $100 million annually through fiscal year 2026
