FY 2012 Defense Legislation: House Appropriations Bill, House and Senate Authorization Bills

Congress is scheduled to go on its summer recess at the end of next week. When it returns in September, continued work on the FY 2012 defense authorization and appropriations bills will be on the agenda. The House passed its version of the defense authorization bill, HR 1540 , in late May by a vote of 322-96. In mid-June, the House Appropriations Committee approved its FY 2012 funding bill, HR 2219 , by a voice vote. Last month, the Senate Armed Services Committee approved its version of the FY 2012 defense authorization bill, S. 1253, by a roll call vote of 26-0.

The committee report accompanying the Senate authorization bill has extensive language regarding Research, Development, Test and Evaluation starting on page 33. Among items of interest: developing advanced materials and microelectronics on page 51, airborne laser test bed on page 52, technology transition from S&T to acquisition on page 53, Small Rugged Reactor Technologies program on page 60, cooperation with NASA on page 61, weather observation on page 62, rare earth metals on page 65, space science and technology strategy on page 71, and nanotechnology research on page 76.

The funding recommendations in the three bills for the 6.1 Basic Research, 6.2 Applied Research, and 6.3 Advanced Technology Development Programs follow, rounded to the nearest million. The FY 2011 appropriation figures were calculated and provided by the R&D Budget and Policy Program of the American Association for the Advancement of Science.

6.1 Basic Research Program

The FY 2011 appropriation was $2,012 million The Administration’s FY 2012 request was $2,079 million The House National Defense Authorization Act provides $2,073 million The Senate Armed Services Committee authorization bill recommends $2,078 million The House Appropriations Committee recommends $2,099 million

6.2 Applied Research Program

The FY 2011 appropriation was $4,813 million The Administration’s FY 2012 request was $4,687 million The House National Defense Authorization Act provides $4,639 million The Senate Armed Services Committee authorization bill recommends $4,638 million The House Appropriations Committee recommends $4,657 million

6.3 Advanced Technology Development Program

The FY 2011 appropriation was $5,911 million The Administration’s FY 2012 request was $5,481 million The House National Defense Authorization Act provides $5,461 million The Senate Armed Services Committee authorization bill recommends $5,602 million The House Appropriations Committee recommends $5,425 million
