FY 2005 Defense Department Appropriations Bill Complete

Few appropriations bills are expected to be passed this year as stand-alone bills. Tight funding and policy differences are leading almost everyone to conclude that an omnibus bill containing almost all of the thirteen appropriations bills will be passed, although the schedule is unknown. There are exceptions to this, mostly notably the FY 2005 Department of Defense Appropriations Bill, which cleared a House and Senate conference committee yesterday. With this bill, H.R. 4613, total spending for the 6.1 (Basic Research), 6.2 (Applied Research) and 6.3 (Advanced Technology Development) programs will increase 10.3%.

Under this bill, the following FY 2005 funding changes will occur, as compared to the current budget:

AGGREGATE 6.1 (Basic Research) funding will increase 7.8% or $110 million from $1,403 million to $1,513 million. The Bush Administration’s request was $1,331 million.
AGGREGATE 6.2 (Applied Research) funding will increase 11.9% or $525 million from $4,424 million to $4,949 million. The request was $3,877 million.
AGGREGATE 6.3 (Advanced Technology Development) funding will increase 9.8% or $613 million from $6,254 million to $6,867 million. The request was $5,342 million.
TOTAL AGGREGATE 6.1, 6.2 and 6.3 funding will increase 10.3% or $1,248 million from $12,081 million to $13,329 million. The request was $10,550 million.

ARMY 6.1 funding will increase 7.1% or $27 million from $381 million to $408 million. The request was $318 million.
ARMY 6.2 funding will increase 11.4% or $118 million from $1,040 million to $1,158 million. The request was $651 million.
ARMY 6.3 funding will increase 19.8% or $239 million from $1,205 million to $1,444 million. The request was $815 million.
TOTAL ARMY 6.1, 6.2 and 6.3 funding will increase 14.6% or $384 million from $2,626 to $3,010 million. The request was $1,784 million.

NAVY 6.1 funding will increase 2.5% or $12 million from $484 million to $496 million. The request was $477 million.
NAVY 6.2 funding will increase 14.1% or $102 million from $724 million to $826 million. The request was $564 million.
NAVY 6.3 funding will be cut 2.3% or $23 million from $1,009 million to $986 million. The request was $677 million.
TOTAL NAVY 6.1, 6.2 and 6.3 funding will increase 4.1% or $91 million from $2,217 million to $2,308 million. The request was $1,718 million.

AIR FORCE 6.1 funding will increase 9.4% or $31 million from $331 million to $362 million. The request was $346 million.
AIR FORCE 6.2 funding will increase 6.8% or $61 million from $897 million to $958 million. The request was $786 million.
AIR FORCE 6.3 funding will be cut 5.4% or $59 million from $1,093 million to $1,034 million. The request was $787 million.
TOTAL AIFORCE 6.1, 6.2 and 6.3 funding will increase 1.4% or $33 million from $2,321 million to $2,354 million. The request was $1,919 million.

DEFENSE WIDE (DARPA, etc.) 6.1 funding will increase 19.3% or $40 million from $207 million to $247 million. The request was $190 million.
DEFENSE WIDE 6.2 funding will increase 13.8% or $244 million from $1,763 million to $2,007 million. The request was $1,876 million.
DEFENSE WIDE 6.3 funding will increase 15.5% or $456 million from $2,947 million to $3,403 million. The request was $3,063 million.
TOTAL DEFENSE WIDE 6.1, 6.2 and 6.3 funding will increase 15.5% or $740 million from $4,917 million to $5,657 million. The request was $5,129 million.
